“Motorcade ng Bayan Laban sa Climate Change at Basura”, Idinaos Upang Imulat ang mga Mamamayan

ARAYAT, PAMPANGA – Ika-29 ng Marso 2015, naganap ang “Motorcade ng Bayan Laban sa Climate Change at Basura” sa pangunguna ni Mayor Bon Alejandrino kasama ang DILG at MENRO sa pakikipagtulungan ng mga punong barangay at kagawad. Nakilahok ang mga opisyales ng tatlumpu’t barangay sa nasabing parada. Nagsimula ang parada sa San Nicolas Barangay Hall Compound sa ganap na alas-sais imedya ng umaga pagkatapos ito’y umikot sa mahigit kumulang na dalawampung barangay. Ito’y natapos sa isang programa na pinangunahan ng MENRO sa Municipall Hall Ground. Ito’y idinaos upang imulat at madagdagan ang kaalaman ng mga Arayateno hinggil sa climate change at pamamahala ng basura. At bilang pakiki-isa na rin sa pagdaraos ng Earth Hour noong ika-28 ng Marso 2015.
At upang lalong imulat ang mga mamamayan ng bayan, narito ang mga probisyon ng (R.A.9003) ang pinaka-biblia ng bansa tungkol sa tamang pamamahala ng basura na dapat malaman ng bawat Pilipino upang madaling masolusyunan ang malalang problema ng bansa sa basura:
• Sec. 10 Role of LGUs in Solid Waste Management – Segregation and collection of solid waste shall be conducted at the barangay level especially for biodegradable, compostable and reusable wastes.

• Sec. 17 The Components of the Local Government Solid Waste Management Plan – Paragraph Collection and Transfer – The barangay shall be responsible for ensuring that 100% collection efficiency from residential, commercial, industrial and agricultural sources, where necessary within its area of coverage, is achieved.

• Sec. 21 Mandatory Segregation of Solid Waste – That segregation of wastes shall primarily be conducted at the source, to include household, institutional, industrial, commercial and agricultural sources.

• Sec. 32 Establishment of LGU Material Recovery Facility – There shall be an established Material Recovery Facility (MRF) in every barangay or cluster of barangays.

• Sec. 48 Prohibited Acts – To name a few: (1) Littering, throwing, dumping of waste materials in public place, such as roads, sidewalks, canals, esteros or parks and establishment, or causing or permitting the same;(3) The open burning of solid waste; (4) Causing or permitting the collection of non-segregated or unsorted wastes; (6) Open dumping, burying of biodegradable or non-biodegradable materials in flood prone areas.

• Sec. 49 Fines and Penalties – To mention a few; (a)any person who violates Sec.48, paragraph (1) shall, upon conviction, be punished with a fine of not less than P300.00 but not more than P1,000.00 or render community service for not less than one day to not more than 15 days to an LGU where such prohibited acts are committed, or both; (b)…pars.(2) and (3), shall upon conviction, be punished with a fine of not less than P300.00 but not more than P1,000.00 or imprisonment of not less than one day but not more than 15 days, or both; (c) pars… (4),(5), (6) and (7) shall, upon conviction, be punished with a fine of not less than P1,000.00 but not more than P3,000.00 or imprisonment of not less than 15 days but not more than six months, or both;…

• Sec. 52 Citizen Suits – For the purposed of enforcing the provisions of this act or its implementing rules and regulations, any citizen may file an appropriate civil, criminal or administrative action in the proper courts/bodies against; (a) any person who violates or fails to comply with the provisions of this act and its implementing rules and regulations

Ito’y ilan lang sa mga probisyon na dapat hindi lang tandaan kundi dapat sundin at isakatuparan rin dahil may ilan pa ring mga barangay na masasabi mo na nagkukulang sa kalinisan ngunit masusolusyunan parin ito dahil halos ng mga barangay ay meron ng materials recovery facility at sa tamang pamamahala rin ng pagtatapon ng basura.
